It’s called prosecutorial discretion.
Van Vlakenburg is a waste of space and money. He has to get some other Senator from another town, I think it is Roundup, might as well be Two Dot, to get to do his work for him. Hmmmm….. he must not be that smart to write a bill, or maybe he is just lazy.
